The Reese Universal Base Rails and Installation Kit for 5th Wheel Trailer Hitches # RP30035 doesn't list a measurement for your 2010 Ram 1500 5-1/2' bed because you'll require special brackets # RP58386 to fit your truck. These brackets will replace the universal L-Brackets that come with the kit.
For your short bed you'll need to measure 28-5/8" from the tailgate end of your bed to the first rail.
