Do all the Rail Bolts of the 5thWheel Install Kit # 50043-6008 go Through the Frame Brackets

Does one of the rails only get 1 bolt to the frame brackets? if so which one?

The front rail of the Fifth Wheel Trailer Hitch Custom Installation Kit with Brackets and Rails # 50043-6008 has two bolts that run through the frame brackets and then 2 bolts that just go through the truck bed. It is the forward most holes of the front rail that does not go through the frame brackets.
