Question:
Hello I have a 2004 GMC Envoy XL with 5.3L engine and with a 3.73 gear ratio. Towing capacity is 6300 lbs but the hitch receiver is rate at 4000Lbs and 400 lbs with a tongue weight limit My boat trailer fully loaded is 3800 lbs at the CAT Scale. Tongue weight 420 lbs. Load is within limits but I would like to be in a much safer zone If I use a weight distribution assembly, hitch receiver is rate at 7000lbs but I would like to replace the hitch receiver with one with a higher rate instead of using a weight distribution setting.

There isn't a replacement hitch available for your 2004 Chevy TrailBlazer that has a higher capacity so the only option you have would be a weight distribution system to give you the higher capacities. The Fastway e2 kit part # FA92-00-0600 would work great for you as it has a tongue weight range of 250-600 lbs. Since it's a boat trailer you'll also need a pole tongue adapter # EQ95-01-5950.
