I have a 2009 Chevy trailblazer and will be towing an ultra light weight trailer. GVWR 4000 lbs. Is this the right hitch for me?

Part # 49579 is not the right part for you. It is meant for trailers weighing up to 14,000 pounds.
For a trailer weighing 4,000 pounds you simply need a traditional hitch and ballmount. Since you have a Chevy Trailblazer I am assuming it already has a hitch. All you need to connect a 4,000 pound trailer would be a ballmount and ball rated for at least 4,000 pounds.
The ball mount will be a 2 inch ball mount to fit in your hitch, but you need to calculate what size rise or drop you need to keep your trailer level. I will add a link to a page that will show you how to figure out what rise or drop you need.
Once you have selected the proper ballmount, you will then find a ball that fits your trailer coupler and matches the hole size on the ball mount. Most likely you will need a ball with a 1 inch shank diameter and the diameter of the ball will either be 1-7/8, 2, or 2-5/16 inches, this depends on the size of your trailer coupler. This information should be on the label on the trailer tongue or somewhere near there.
Remember TW stands for tongue weight. This is the amount of downward force the trailer exerts on the ball. It is usually 10 percent of your GTW, or gross trailer weight which is the weight of the trailer and anything on or in it. Since your trailer has a weight of 4,000 pounds, it has a tongue weight of approximately 400 pounds which your Trailblazer can handle without a weight distribution system if the load on the trailer is balanced.
