What is the difference between kit for 1-2 axle and 1-4 axle kit

The difference between a trailer breakaway system that can work on a trailer with up to 3 axles and one that can handle up to 4 axles is the battery the kit has and the amount of amp hours it can provide since the more brake assemblies there are the more amps it takes to activate them all.
The part # 3802311 is a 10 amp hour setup that could work on 4 axles whereas the kit you referenced # HM20001 has a battery with only a 5 amp hour rating and that's why it's rated for use with 3 axle trailers instead.
