Can the internal rechargeable battery be replaced? Mine does not fully charge or hold a charge.

I have an answer about your battery for your jump starter. I went ahead and reached out to my tech at Duracell, and she confirmed that they do not carry replacement batteries for the Duracell Portable Emergency Jump Starter with Tire Inflator # DU57FR because there are too many safety testing/protective measures that go into the design to offer a replacement. Unfortunately, you will have to replace the new unit to receive a new battery.
