I have a thule parkway 956 for my grand cherokee. Is there some kind of device that can stabilize my handlebars/front wheel from swaying and moving? Maybe a device that attaches front wheel to frame tube?

Handle bar/front wheel movement is a common problem on hanging style bike racks. Most bike racks now come with a strap that you can tie off to the front wheel or handle bars to keep them straight. The straps actually work well and are not all that difficult to use. You can use strap # 753-2030-03.
Another option is # SR54FR which is shorter but easy to use. Strap the front wheel to the bike frame and that should keep the bike(s) in line.
