I included a video of the Lockstraps Cam Buckle Strap w Combo Lock Carabiners # LS101 being used that should help, but you will need to make sure both are unlocked. They should come out of the box with the combination 0-0-0 to open them. With all the numbers at 0, you will need to compress the locking part down towards the strap. This should them allow you to move the locking part into place where it can mate to the upper part of the hook.

To change the combination, you will need to use the included pin, though a paperclip can be used. When the lock is open, there is a small push pin recessed inside the top of the locking part that will need to be depressed and held down. Once you are holding it down, you can change the code to any 3 digits you please.
