Does the Fulton F223000301 have a listed torque spec for the mounting bolts? Thanks.

Yes, there will be torque specs for the bolts that you'll use with the Fulton Fas-Lok Coupler part # F223000301 and these can be found in the included installation instructions. If you need a torque wrench, the 1/2" Drive Torque Wrench part # PTW3001C is plenty capable.
