Purchased a 118245 pluged it in to the recepticle in the black box under the rear of the cargo area, put the fuse in under the hood...nothing, no lights at all? The vehicle is a rx300 front wheel drive....the hitch fit great! Please help!

The wiring harness you have, # 118245, is designed for a 2003 Lexus RX 300 that came with the factory tow package. Since the harness is not working that is one indicator that you may not have the factory tow package and would require a different wiring harness.
For a 2003 Lexus RX 300 without the factory tow package use wiring harness # 46255 you have referenced or # C59236. I have included links to the installation instructions for you.
