Question:

2012 Hyundai Accent sedan. Does this part# 24884 class 1 hitch have the stops that would preclude the use of the MT70032 adapter? It will be used with a bike rack.

The # Draw Tite Hitch part # 24884 that you referenced does have stops built into it to prevent Class II accessories so what you'd need instead is the Curt # C11250 which does not have the stops and will allow you to use the # HTAD.
