Will etrailer item # e98887 2.5inch span surge break coupler lock, work on a Bulldog low profile collar lock coupler? Or, what is the diameter of the Bulldog coupler neck?

The Bulldog # BD028499 Collar-Lok coupler is about 2-3/4 inches wide at the point of the coupler where the locking pin is located, so the # e98887 lock you'd looked at wouldn't have a long enough span to work for you. I'd recommend the same lock with a longer span, part # e98888 which would fit just fine.
For a more secure lock that's specifically designed to work with a coupler like this, I'd go with the Blalock # BLTL-20-40D which would be harder to defeat and would provide a higher level of security.
