I have a 2000 chev silverado. I purchased the tekonsha 20263 bake control harness and a hayes energize controller. Do the wire colors match up?

Yes, the colors on the harness # 3025-S and those on the brake controller, HA81745, will match up. White is ground, black is 12 volt power, red is input from the brake switch, and blue is output to the trailer brakes. To complete installation, there may be some additional connections you will need to make under the hood. I have included a link to an FAQ article explaining these under hood connections.
But for a Hayes controller you will want to use the matching Hayes harness for the controller and your 2000 Chevy Silverado, # HA81781-HBC.
