What if Rivet Nuts of Reese Dual Cam Weight Distribution Spin

Question:
Hi, I ordered the Reese Hitch RP66084 from you Order 110804321 and was installing it this weekend. I followed the directions carefully drilling a 7/16inch hole first and then a 11/16inch hole to place the rivet nuts in. I purchased a new 11/16 bit just for this purpose. When I place the rivet nuts in the hole, it is a loose fit and they spin inside the frame. Its as if the hole is too large or the rivet nuts are too small. Ive seen other answers regarding this issue on the etrailer product questions page and it states that the only option is to drill all the way through the frame and use a longer bolt with a nut on the other side. My question is, since the current holes are 11/16 and the bolts are only 1/2, what size hole should be drilled through the other side of the frame? Also, should a sleeve or bushing be ed into the current 11/16 hole and if so, can you recommend something to hold the 1/2inch bolt in place? If you follow the install instructions like I attached on this page for the rivet nuts part # RP58507 there are steps listed for if the rivet nut is loose enough to spin. So what I would do is follow the install instructions carefully at that link and see if you are able get it to fit like you need it to.
