The Locking Knob with Bolt # SR0018 that you were looking at is for hitch-mounted, single-arm bike carriers such as SportRack A30603, A30604, SR2513, SR2603, SR2604, SR2703, and SR3512. This knob is made to fit onto the bike cradle to lock the bikes onto the carrier.

I attached a demonstration video which shows the locking knob being installed and used on the SportRack Pathway Deluxe 3 Bike Rack # SR2703. The video also shows you how to install the bike rack into the hitch receiver.

I see that you were looking at the Thule Apex XT 2 Bike Rack # TH9024XT so I also attached a demonstration video which shows how to install this onto a trailer hitch receiver.

Where is the video? I can't understand how this thing works. How does does the lock grip anything?

@Jason Hey Jason, which bike rack are you referring to? And what are you confused on? The locking knob on the Thule Apex bike rack spins to tighten the shank in the receiver, reducing wobble/play and also locking the rack to the receiver to prevent theft. Some others don't have the anti-sway built-in, but they still lock the bike rack to the hitch.
