Question:
I have my SuperClamp Ex2 put together and everything looks good except the lock. The picture shows a yellow lock that fits over the bolt snugly against the main bar. The lock I received is gray and it hangs loosely through the bolt with the ability to slide back and forth on the bolt. Has something changed with the 2021 model? The lock provided is so loose, it’s able to hit my bumper. The instructions show the other type of lock. I don’t really feel confident taking this rack out on the highway with this lock on — it’s going to damage my bumper at higher speeds. But, the bolt has no nut so I can’t use it without the lock either.

That sounds like completely normal operation of the locking hitch pin that comes with the Saris SuperClamp EX Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Wheel Mount # SA4025F. The bolt is threaded on so your bike rack will be completely secured and tight, and the locking cover is supposed to be loose on the end. The locking cover is not meant to be flush with the bike rack shank as it is made to attach to the end of the anti-rattle bolt that was threaded in to deter theft.
If you check out the demonstration video that I attached, you will see around the 2:25 mark that the locking cover just pops on and can still be spun once installed. It looks like you received the updated gray lock which is still going to operate in the same manner and does not have to be flush against the bike rack shank.
