Is there a roof rack with towers tall enough that will allow me to open hatch, at least part way, with a kayak on top of my Grand Cherokee Laredo?

I do not know for certain if any of the roof racks for your 2021 Jeep Grand Cherokee will allow the hatch to be opened when a kayak is installed. That said, I will give some recommendations for roof racks with the most clearance between the roof and crossbars.
If your roof has matte black flush rails OR naked roof without rails, then go with Rhino-Rack Vortex Aero 54" Crossbars # RRVA137B-2 with Legs # RRRLKVA and Fit Kit # DK234.
If your roof has matte black and gloss black flush rails OR black and chrome flush rails, then go with Thule Wingbar Evo 53" Crossbars # TH711400, Feet # TH460R, and Fit Kit # THKIT3142.
The roof racks mentioned above all offer around 3" of clearance between the crossbars and roof. If you don't have a kayak carrier yet then I recommend the Rhino-Rack J-Style Kayak Carrier # S510. This will allow the kayak to sit higher than the crossbars and also provide a much safer mounting place rather than the bare crossbars. I attached demonstration videos for you to check out.
