I have a solution for you, but the Curt Roof Rack # C18118 that you linked is only for raised side rails and will not fit your vehicle with flush roof rails. For your 2019 Subaru Outback Touring I recommend going with Thule WingBar Evo Crossbars Black - 47" # TH711220 along with the necessary Feet # TH710601 and Fit Kit # TH186047.
These crossbars are aerodynamic and will have reduced noise and vibration compared to other crossbars. They also have the industry-standard top track to allow track-mounted accessories to easily be installed. The weight capacity for this system is 165lbs. I attached a helpful demonstration video for you to check out.
