There is no type of drilling or cutting required at all to install the Axle Riser Kit # LC382741.
This is a complete bolt-on installation, and it does come with the necessary hardware for the install, as you can see by the instructions, which I linked for you below.
In regards to fit, we don't have any way of knowing what axle is on any specific trailer, so you'll want to check underneath your Riverside RV to ensure it does indeed have a 3,500 lb Lippert square torsion axle, and if it does, the Riser Kit # LC382741 will be exactly what you need.
