The Pace Edwards UltraGroove Retractable Hard Tonneau Cover With T-Slots # 311-KRDA24A55 is definitely going to be your best option for your 2021 Ram 1500 with BUG utility rails in the bed. To be absolutely sure it will fit you will want to measure the distance between your utility rails. The tonneau cover's canister measures 60-1/2" wide, 9-3/4" deep, and 9-1/4" tall. My research says that your bed should measure 66-1/2" wide, giving you plenty of room to install the cover and canister. This is a retractable cover that lets you latch it anywhere along the bed rails in 12" intervals; the completely closed cover will be locked when the tailgate is closed and locked.

You could also look into the RetraxONE XR Hard Tonneau Cover Retractable Accessory T-Slots # RTT-60243 which is very similar to the Pace Edwars UltraGroove. However, the canister on this cover is a bit bigger and measures 13-1/2" deep and 12" tall; Retrax was not able to give me the width. I recommend sticking with the Pace Edwards since it uses a smaller canister which should fit between your utility rails.
