There is not a way to increase the weight capacity of any hitch-mounted bike rack. The weight capacity is set by the manufacturer and should never be exceeded. If you can tell me which bikes you are wanting to transport and what the weight is then I can assist you with something that may suit your needs.
It looks like you were interested in the Swagman Original - 4 Bike Rack for 2" Trailer Hitches # S64400 which has a weight capacity of 35lbs per bike. You may be interested in the Swagman Quad 2+2 Bike Rack for 4 Bikes - 2" Hitches - Frame Mount # S64FR which is a really nice platform rack that has a weight capacity of 45lbs per bike. Just make sure you are not exceeding the weight capacity of your hitch receiver or vehicle; this carrier weighs about 86lbs empty. I attached a demonstration video for you.
