I am trying to install the hitch lock on my Thule T1 but I can’t get it to move. I placed the lock mechanism in with the special key, but I can’t get it to open with the regular key. Thank you.

Sometimes you have to use some force with new keys and lock cores as they haven't been 'broken in' yet. I would try tapping the key lightly to make sure it is fully seated into the lock core. Make sure you are using the key that was provided with the Thule T1 # TH9041, assuming that the lock core is the original one that came with the bike rack. You could also try using the other key that was included to determine if there is an issue with just one of the keys. If you are not using the lock core and keys that came with the Thule T1 then you will need to verify that the keys and lock cores match.
In case you need a new key or lock cylinder, the correct replacements according to your N160 code is Replacement Key # THKEYN160 and Replacement Lock Cylinder # THLOCKN160.
