Your Gustafson # 277-000446 is likely okay, but your wall switch has an issue it seems.
Useing the Performance Tools # PT89ZR multimeter, or similar, test the voltage before and after the wall switch, with the switch in off and on positions, to determine if the wall switch is working properly. If you are able to turn the 12 volts off using the wall switch, but the light stays on, then there is no way that this is the switch for this light as there will be no power for the light to work off of. If you have voltage before and after the switch, regardless of switch position then you have miswired the switch, or the switch is broken.
If you need a new wall switch you can use the JR Products # 37212225 single rocker. If you have a different style switch just email me a picture and I will resource that for you.
