Could you please point me to a winch that is rated for at least 1500 lbs that has a handle that can be moved to either side? Preferably a quick disconnect, but bolt on is fine.

I believe the best option you have would be to get a Dutton-Lainson Hand Winch # DL14527. This winch can have the handle mounted on either side of the winch, has a 1,600 lb capacity and gets bolted on.
The Dutton Lainson Winch # DL14521 that you referenced cannot have the handle switched because it is a two-speed winch.
