Please recommend bike rack for two ebikes 70# each to fit rear bumper of a travel trailer. Bumper does not have a hitch.

I have two options for you to carry your two e-bikes on your travel trailer.
First, though, there is not an option to carry them on the bumper because of how heavy they are.
The first option is using the tongue-mount Hitch-It, part # LC731138. This bike rack will attach to the tongue of your travel trailer and can carry 2 bikes up to 80 pounds each. I've linked to a video review of this rack for you to look at.
The second option is to install a hitch and use a hitch-mounted rack. For the hitch, I recommend the Curt Adjustable Width Trailer Hitch Receiver, part # 13703. It's a bolt-on or weld-on hitch that can fit box frames, C-channel frames, or I-beam frames between 22 and 72 inches. It gives you a 2" receiver. I've linked to a video installation of this hitch for you to look at.
With that hitch, you can then use the Lets Go Aero V-Lectric, part # LGA77FR. This hanging-style bike rack can hold two bikes up to 75 pounds each.
