Check out the Access Tonneau Cover # 834532000432. This cover uses a single latch with a slide lock that will prevent the cover from being opened without the tailgate first being opened.

So if you got a locking tailgate handle like the Pop and Lock Custom Tailgate Lock # PAL5100 as well as the # 834532000432 you would be able to lock the tailgate and prevent access to the truck bed of your vehicle.
