I got a EcoHitch # 306-X7359 Installed on my Chevy bolt. The cargo carrier that we bought for it works great. Do you know of a bike rack that can carry 3 to 4 bikes and still give access to the trunk/boot?

From my research on your 2017 Chevrolet Bolt's overall towing capacity even without the hitch, it appears the lighter the weight you're pulling, the better off you will be.
My best recommendation is to go with a lighter weight rack like the Hollywood Racks Traveler 4 # HR8500 which only weighs 29.5 lbs unloaded. It has the capacity of carrying four bikes and tilts down so you can access the trunk of your Bolt.
