This unit is for a 2 1/2 inch receiver. Will it also work with a 2inch receiver? Is the sleeve removable such that it will work with a 2 inch receiver? If not can I use the 2inch unit with a sleeve added to the receiver? Will the pins go out far enough in this case to engage all the way through the sleeve?

The Diversi-Tech Ball Mount, Part # DTALBM6825-3S, is intended for 2-1/2 inch hitch receivers as you noted. The sleeve is press-fit and is not removable.
Generally hitch sleeve adapters are produced to allow smaller-size items to be used in larger receivers, for example a 1-1/4 inch hitch mount bike rack in a 2-inch receiver. Whenever any adapter is used the weight bearing capacity of the total system is reduced. Since this adjustable ball mount has a high maximum towing capacity of 12000 pounds using it with any adapter will reduce its rating.
You will be better off selecting an adjustable ball mount for 2-inch hitch receivers, and we have a number to choose from like # C45900.
If you wish to be able to use this ball mount on a second vehicle with a 2-1/2 inch receiver you can use an adapter such as the Adapter Sleeve with Hitch Lock, part # DTADP35. This allows use of any 2-inch hitch products in the 2-1/2 inch receiver, and it includes an appropriate length long-span tube style lock. Videos for this product are included.
