I'd recommend the # DL14996 Dutton-Lainson 1500 lb hand winch. Dutton-Lainson winches are extremely durable, well designed, reasonably priced and manufactured in the USA. This 1500 lb capacity brake winch has a brake which will prevent the load from moving or the handle from freewheeling when you stop cranking, but also has a freewheel mode so you can play the line out manually. The winch can also be used with either a cable or a strap. The winch has a bit more capacity than you mentioned that you were looking for, but a little extra capacity is never a bad thing, it's always better to have it and not need it than need it and not have it.

The strap is sold separately as part # DL24249.

The Pro Series # PSKR10000301 winch you'd looked at is only compatible with a strap, so you'd probably want to pass on that.
