The Yakima OnRamp Bike Rack for 2 Electric Bikes part # Y36FR is a strong contender for the best electric bike rack with a per bike weight capacity of 66 lbs, included ramp for easy loading, and locks for security. In regard to clearing the rear spare tire. That's where things will get tricky as I'm afraid there isn't a rack that will carry these heavy bikes and clear the tire. The best option available to make this work is a hitch extender, the Curt Hitch Extender part # C45795 but you will need to check your ratings as it does reduce weight capacity by 50%.

The Roadtrek 210 is a Class B RV. I have spoken with Yakima about this before and it would not fall under the RV rating with 40 lb weight capacity as it's just a van chassis. In regards to bike racks, it does not need to be rated for RV's to be used on a Class B nor would any RV specific ratings apply.
