Question:
I own a 2009 Rockwood Roo 23SS. My spare tire is presently mounted to the rear bumper with the OEM bracket. My question to you is will your bracket allow for a under mount of the spare tire at the A-frame? Is this an issue with weight capacity for your bracket? Or do you recommend another item?

The best option we have at this time would be to use an undercarriage storage system like the Lippert Underchassis Double Bin Storage Unit part # LC125460 which has a built-in spare tire carrier. If this will not work then the next best option would be to place the spare tire on the front of the trailer with something like the Stromberg Carlson Trailer Tray Cargo Carrier for A-Frame Trailers part # CC-255 and the Fulton Economy Spare Tire Carrier with Lock part # FETCHL0700 that you referenced but this cannot be used to attach a spare as an undermount.
