I have a solution for you, but you can't weld on the Fulton Fold-Away Coupler Hinge Kit for 2" x 3" Trailer Tongue - Bolt On - Up to 5,000 lbs # FHDPB230101 because of the zinc top coating that's going to generate some poisonous gases when it's welded.

Instead, there is a weld on version available that has the same specs with the Fulton Fold-Away Coupler Hinge Kit for 2" x 3" Tongue - Weld On - Up to 5,000 lbs # FHDPW230300, which is what I would recommend. There isn't any difference in the hinge itself, so they're going to be the same part outside of the zinc coating that is present on the bolt on version.
