I was given the C16130 hitch when I purchase a used toy hauler. Can the head from the C16130 be removed and used with the CURT 16021 Ram OEM Compatible 5th Wheel Legs?

Great idea! You can use the head of your Curt Q20 5th Wheel Hitch # C16130 with the Curt 5th Wheel Towing Legs for Ram Towing Prep Package # C16021. The head of your hitch is actually part # C16530 when it's a stand-alone product. I attached videos of both parts so you can see them in action.

You can also pick up some penetrating grease like # L11354 to help out with the whole process.
