Would you recommend a mount with a 4 inch to pull a standard 12 ft. utility trailer?

The Draw-Tite # 2753 you were looking at should work just fine for you as long as the trailer won't weigh over 7500-lbs fully loaded. If you're going to be towing up to 10000-lbs, the Convert-A-Ball # AMSC4 would be a great option that will help reduce some of the jerking and bouncing since it's a got some cushioning inside the shank that smooths out the ride.
Both of these ball mounts take a hitch ball with a 1" shank diameter, so if you've got a 2" coupler on the trailer the 2" Hitch Ball - 1" Diameter x 2-1/4" Long Shank - Chrome - 12,000 lbs # 40038 would work well for both. If your trailer has a 2-5/16" coupler then the # C40007 would work well.
