I HAVE A 2007 TOYOTA TUNDRA WITH TOW PACKAGE IT HAS A 7WAY PLUG AND A 4WAY FLAT PLUG CAN YOU USE THE 7 WAY PLUG OR THE 4 WAY FLAT ON THIS CONTROLLER.

The electric plug you referenced, # 3040-P, is actually the in cab, under dash, connection for installation of a brake controller on your 2007 Toyota Tundra.
This wiring harness is designed to attach to Tekonsha brand brake controllers like the Tekonsha Prodigy P2, # 90885.
Once the brake controller is mounted and the wiring harness is connected under the dash the electric trailer brake controller installation is complete, since your vehicle is equipped with the factory tow package. We have a video, see link, that shows the installation of the # 3040-P wiring harness and the P2 brake controller on a 2007 Toyota Tundra that should be very helpful.
After the brake controller is installed, you will need to use your factory 7-Way, at the rear of the vehicle, as the attachment point for any trailer that has electric brakes installed. The 4-Way flat plug at the rear of the vehicle does not provide power for electric trailer brakes.
