I have a 2006 toyota tacoma with the access cab 1-1/2 door. Will the part mentioned above fit the clamps M3660, Pad and cross bars eb137b I already purchased?

The Rhino-Rack RLCP Front Leg Kit for OEM Fixed Mounting Points - Pad Mount - Qty 2 # RRRLCP02F are not a fit for your 2006 Tacoma Access Cab. You will instead need the Rhino-Rack 2500 Series Legs for Vortex Aero Crossbars # RRRLKVA which are compatible with vortex aero or heavy duty crossbars and then the Custom DK Fit Kit # DK046.
Based on what you stated, I believe your crossbars will work but the clamps will not.
