Question:
On the drivers side, pins 1 and 3 have 6 volts for running lights, and both go to 12 volts when brakes are applied. How do I connect the trailer adapter? Same thing for the passenger side, but pins 2 and 4...

Your 2011 Volkwagen Tiguan uses a 3-wire multiplex wiring system that sends multiple signals along the same wire. The installation of wiring harness, # 119250KIT, will depend on which 3-wire system your Tiguan has. To find which wiring system your vehicle has, you will want to find out which wire carries the turn signal function at each tail light.
In the installation instructions that I have linked, you will see a table containing 6 different vehicle wiring set ups that are indicated by wiring codes such as BM-1, BM-2, BM-3 and BM-4. I know that your vehicle has a BM wiring code, but we will need to do some testing to determine if it is a BM-1, BM-2, BM-3 or BM-4. Using your circuit tester or multimeter, test each wire at the tail light assembly to determine which wire carries the turn signal.
If one wire carries all three functions and another wire only carries the stop and tail light functions, then the wiring code for your vehicle is BM-3, so you would want to follow those instructions in the instructions manual. If the turn signal function is on a separate wire by itself, then the wiring code for your vehicle is BM-1. It is important that you determine the functions for each wire before installing this wiring harness.
Once you have the tail light wiring figured out, you will need route the black power wire to the vehicle battery. I have attached an FAQ article on tips for routing a power wire for a wiring harness for you to check out.
