I need a 18 to 24 inch extension that will flat tow 4,000 jeep. My hitch is rated for 10,000 lb

The only option that can work is a hitch extender that will reduce the capacity of your hitch by one-third. For that you will need to use an extender which does have a step on it, the Buyers Products 18 " Hitch Receiver Extension with Step # 3371804017.
This particular extension is one of the few that does not have an official weight capacity, it will just reduce your hitch capacity by one-third.
