If I buy the Curt trailer hitch 1-1/4, which bike rack is best and least expensive? What does Class # mean? Does it have to say Class 1 or it wont fit?

Class I means that you can only use bike racks that are class I compatible. Accessories requiring a higher class will fit in a class I hitch but is not recommended to be used with them. One other thing with class I hitch receivers like # C11354 is that you cannot carry more than 2 bikes at a time. Since your only options are class I hitches for your 2019 Volkswagen Beetle, we need to find a class I compatible rack that will carry two bikes at the most.
The most cost effective bike rack you could get that is compatible with a class I hitch receiver and can tilt is the Curt # C18085.
