Why does the tekonsha kit have two relays and the curt includes three?

You will actually install just two relays with the 4-flat wiring harnesses that fit your 2017 Chevy Traverse without the factory trailer connector. The Curt simply has an extra, but both will have two relays installed, at the same position on your Traverse, R15 and R16, as you can see by the cut out of the linked installation instructions I added for each:
