Would this unit power an air conditioner? and could it run on gel batteries instead of the lead?

Yes. The Progressive Dynamics # PD4135K is designed to work with gel batteries, so that's not going to be an issue, but these units only distribute the power throughout your RV.
Whether or not you're able to power your RV air conditioner will depend on the amount of watts available from your battery bank, but this panel and converter won't have any issues providing the power to your AC unit via either shore power or your battery bank. I've linked a helpful article we did on RV air conditioning units and the power required to power them.
Generally if you've got 2-3 gel batteries, you'll likely be able to provide enough amps to start and run your AC unit, but you'll want to confirm the amp hour rating of the batteries and see how much your AC unit runs off of to confirm.
