Will this tonneau cover EX85638 work with the Ford plastic bedliner already installed on my 2019 Ranger?

Yes the Extang Xceed Hard Tonneau Cover part # EX85638 will work out great with your factory bed liner. I have installed a bunch of these over the years and it usually just requires pushing the side of the liner back just enough for the clamps to engage the bed rail.
