Swagman Trailhead. It says locks are not included. These are just cable or actual pad lock you are referring to? or is it the lock on the base of the rack?

The answer is actually all of the above - the Swagman Trailhead 4-Bike Rack # S63380 does not come with any locks, either to lock it into the hitch or the cable lock for the bikes.
You can add both, however, with the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks # S64031
This will allow you to lock the rack to your hitch, and bikes to the rack, respectively.
