For your 2019 Honda CR-V, the Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit - Class III - 2" # 76128 is my recommendation. It won't be an issue if you have a hands free liftgate. It will take just under an hour to install for someone mechanically inclined. If you aren't comfortable installing yourself, then any mechanic you trust can install this hitch for you.
For your bike rack, I recommend the Yakima RidgeBack 4 Bike Rack - 1-1/4" and 2" Hitches - Tilting # Y02458 along with the HandCuff Lock Kit # Y02466. This gives you a great rack if you want a tilting option. If you prefer a swing-away option so you can have full cargo access even with bikes loaded I recommend the Thule Apex Swing XT 4 Bike Rack for 2" Hitches - Swinging # TH9027XT. I've attached a couple videos to assist.
