The best solution is going to be the Hollywood Racks Sport Rider SE2 part # HR1450Z-85 which is a two bike rack that comes with a cargo carrier that can install behind it so that you can additionally carry cargo when needed. It can tilt down for rear hatch access as well. It's not a lighter weight solution but for what you are wanting there really isn't a way to make it lighter weight.

Check out the Saris SuperClamp EX part # SA4025F. This is a platform bike rack that has excellent build quality and only weighs 35 lbs which is very lightweight for the platform style of rack. This comes with locks for the rack and for the hitch it installs in. I attached a review video for this rack for you to check out as well.
