Does this item attach to a roof rack or can it be installed directly on the roof?

The Thule Roof Bag, part # TH868 is designed to attach to sidebars, crossbars, or a cargo basket on the roof of your vehicle. If the bag will be touching your roof, I suggest a Non-Skid Roof Protection Pad # RL100650.
The only way to ensure that your roof is not scratched is to put it on a roof basket. If you would like to provide your vehicle, year, make and model, I would be glad to recommend a roof rack system for you application.
