Hi! The bike rack I was told would work with my bikes doesnt seem to work. Can you confirm my rack will not hold step through bikes?

I was able to find your account and it looks like you have the Rola TX-104 4-Bike Rack for 2" Hitches part # 59401 which is a hanging rack. If you have a step through frame, you will need an adapter bar like part # HRBA-PRO which will give the bike a horizontal top frame tube to hang the bike from on the rack. The bikes may still hang on the rack without the adapter if the frame is not a deep step through but they will be crooked. It is best to use an adapter.
