Question:
1998 dodge. brake controller functions correctly when using the over ride. when brake pedal is applied the controller will reach about 10 percent then stop applying any power and go blank. i hvae verified this with a test light at the addapter as well. i have no manual or paperwork for this unit as it was installed in the vehicle when i purchased it. i swapped in another brake controller and used the same wires and it functions correctly

Since a different brake controller works on the same wires, that indicates 1 of 2 issues.
First, you may just need to clean the contacts inside the brake controller. To do this, fully apply the manual override and let it snap back into place. Do this several times to clean the contacts.
Second, if the first step does not work, that would indicate there is a problem inside the brake controller and it needs to be replaced. I have included a link to the installation instructions for you to view.
