Thule doesn't list a maximum speed that could be driven with their bike racks, so they have no opinion to offer as far as that goes. As long as you're at a reasonable highway speed, you shouldn't have any difficulty.
Keep in mind that having a bike instatlled on the rack will have an effect on the aerodynamics of the vehicle. These effects will multiply as the speed increases.
As long as your bike doesn't have a carbon fiber frame (which don't like hanging style bike racks) the # TH9042 Helium Pro is an excellent bike rack. For a carbon fiber frame, the platform version # TH44VR for two bikes or # TH64VR for a single bike, would be a better choice.
