Question:

Any idea how the customer mounted the adapter using the existing ring plate? I have an F2 trailer jack I need to mount like the customer did in the picture. Looks like they were able to do it without welding.

After looking closely at the photo, it looks like the # F1413040134 jack is mounted to the trailer frame using the alternative part # F500277 weld-on mounting plate. This is used when a customer wants to switch from a bolt-on application to a weld-on application.
